The Sheung Shui Slaughterhouse is supervised by the Food and Environmental Hygiene Department. However, the Agriculture and Forestry Assistant is a post of the AFCD, responsible for pre-slaughter inspection of pigs and handling related paperwork. The working hours are from about 7:45 am to 5:30 pm . An employee broke the news that in recent years, an agricultural and forestry assistant watched a live broadcast of football or horse racing in the mobile office of the slaughterhouse (veterinary) group during working hours. Several employees in the shared office complained to their superiors about this situation, and finally fell silent. In recent months, the situation has become more rampant, and gambling groups of 5 to 6 people have begun to appear. Every horse race day, they will stand in front of the TV from about 12 noon. 食物環境衞生署懶理公共衞生屢受批評,最新被揭縱容屠場變賭場,「蛇王」偷懶成為新常態!上水屠房有負責豬隻檢驗的漁農自然護理署農林助理員明目張膽,於工作時間在辦公室內聚賭,利用公家電視機收看賽馬直播,協助同事「落飛」買波、買馬。有員工曾向上級投訴但未獲處理,情況變本加厲,辦公室「烏煙瘴氣」。經本報介入查詢後,食環署表示會就個案作出調查及跟進,更移除當處的電視機。有議員批評事件不能接受,部門之間權責不清,管理鬆懈,有失職之嫌。
上水屠房由食環署負責監察運作,惟農林助理員屬漁護署職位,負責豬隻宰前檢驗,並處理相關文書工作,工時由早上約7時45分至下午5時30分。有員工爆料指,近年有農林助理員於工作時間,在屠房(獸醫)組地下流動辦公室觀看足球或賽馬直播,有多名共用辦公室的員工就此情況向上級投訴,最後石沉大海、不了了之。近月情況更見猖獗,開始出現5至6人組成的賭博小組,每逢賽馬日自中午12時左右就守在電視機前,一名助理員負責收取各人的投注,並記錄於白紙上。
有員工批評,公家電視機原本供同事於準備工作時收看新聞節目,惟涉事員工令辦公室「烏煙瘴氣」,直斥「明白未必無時無刻都會有工作,但你睇都算,還愈來愈過分,公然於辦公室下注」,並指該「賭博集團」以其中一名農林助理員為首,每到賽馬日都會為相關同事提供下注服務,直言「分不到是辦公室還是馬會。」他又指,投訴後情況更誇張,「可能知無後果所以先會大模廝樣地賭。」
立法會食物安全及環境衞生事務委員會委員柯創盛批評,公職人員於工作時間做私人事件已不當,於工作時間聚賭更是「不能接受」,直斥事件非常嚴重,市民以公帑支付薪酬,卻換來如此質素的公職人員,「點都講唔通」,若涉及有上級接獲投訴而不處理代表有人失職,又指食環署屢次出現管理問題,應立即查明事件向公眾交代。他續指,當局的人員編制並不理想,部門之間權責不清,導致出現員工蛇王的情況,建議有關部門重新檢視聘用模式,堵塞漏洞確保不會浪費資源。
漁農界議員何俊賢則指,食環署負責管理屠房運作,事件反映食環署對屠房工作人員的管理鬆懈,而漁護署對自己部門的人員亦必然有監管的責任,若情況屬實,兩個部門都有責任處理,是次事件反映部門間處理員工違規出現通報問題。食環署回覆指,會就查詢所指個案作出調查及跟進,已即時展開調查,並繼續密切監察該署員工的行為表現,該署指一向重視員工紀律,若發現員工有違規行為,會按既定程序處理,包括向違規的員工作出紀律處分。漁護署則以電話回覆指,對事件沒有補充。
